Summary

The NEPA establishes a broad, protective national environmental policy as a goal to be furthered by the procedural mandates of it and other environmental statutes (NEPA §101).

The NEPA requires all federal agencies to prepare an environmental impact statement for major federal actions significantly affecting the quality of the environment (NEPA §102).

The NEPA requires the president to submit an annual environmental quality report to Congress (NEPA §201). The NEPA creates the CEQ to assist the president in preparing the environmental quality report, to develop national environmental policies, and to create rules for implementing the procedural requirements of the NEPA (NEPA §§202-204).
