The Manifest System

The RCRA requires waste to be monitored from its generation to its ultimate disposal. Thus, the RCRA is commonly referred to as a cradle-to-grave statute. A manifest is a written description of a container's contents, source, and destination. The manifest must accompany the waste at all times.12 This information must also be made available to the regulatory authorities, enabling them to monitor waste generation, shipment, and disposal.
