The labor cost of removing and preparing this sludge for use is substantial. The purpose of encouraging the public to use it is more for sound public relations than to subsidize the treatment and disposal costs.

People generally like to have some humus on their gardens. They look to the city sewage plant as a place where it is readily available and are usually willing to go there for it but do not expect to pay for it. Because of the low quality of this type of sludge, it is generally not bagged and sold, as is heat-dried sludge.
