The NPDES requires all dischargers to file a standardized report with the EPA and their state agency. This report indicates the quality and quantity of their discharges. Where appropriate, the state and the EPA can respond to the report with a set of effluent limits, an abatement schedule to meet the effluent limits, and a monitoring schedule. A permit is issued upon agreement by the discharger, interested citizens, the state regulatory agency, and the EPA.
