An early equation to predict plume rise was developed by Holland (1953) for the Atomic Energy Commission. This equation accounted for momentum and buoyancy by having a separate term for each. A major problem with the equation was that it did not account for meteorological effects. At the time of his work, Holland recognized that the formula was appropriate only for class D stability conditions.
