Implementation Tasks

The main tasks of design, procurement, installation, commissioning, and OM&R may each be performed by separate entities, or may be provided as bundled services with two or more tasks being provided by one entity. In some cases, all five tasks may be provided by one entity. This is typical of turnkey performance contracting and own and operate arrangements that have become prevalent in the energy services industry.

The level of detail required for each of these main tasks will vary widely depending on the type of project being implemented and the contract method utilized. Projects may range from simple installation of a single device or a single system to highly complex installations involving multiple interactive systems. Installations may be performed in a single building or in multiple buildings served by centralized systems in a campus setting or spread out over a geographical area.

For more straightforward, single-technology installations, the design tasks may be relatively simple, supported by little or no technical and financial analysis. This is sometimes the case when equipment is replaced by similar or even the same equipment due to age or disrepair. In such cases, OM&R requirements will also remain essentially the same for the new equipment as they were for the previous equipment. Even in such cases, it is recommended that a technical analysis be commissioned to evaluate the potential for improving operations through the use of alternative technologies and/or operating procedures. Still, cost can be contained by limiting or simplifying these activities for smaller, less complex projects.

For larger, more complex projects involving the integration of multiple technology applications, each of the five main tasks represent significant endeavors that should be preceded by rigorous technical and financial analysis and implemented by highly skilled industry professionals. In such cases, it is often beneficial to also include the sixth task of savings verification. While potentially useful with all contracting arrangements, this task is an essential element for projects being implemented on a performance basis.
