Establishing an OMR Program

To put an OM&R program into place, a staff member of the host facility or contractor responsible for OM&R should serve as the Team Leader. For very large projects, there may be a need to have separate teams for operations and maintenance, with a team leader for each. The primary responsibilities of the OM&R Team Leader will be the development and implementation of an OM&R and training plan. This may include completion and coordination of several or all of the following:

• Development of OM&R procedure manuals

• Development and execution of initial and ongoing training sessions

• Development of OM&R responsibility assignments (based on cost-effectiveness and customer preference)

• Procurement and execution of vendor service contacts

• Development and execution of ongoing quality control and site safety procedures

• Development and execution of final acceptance, testing, and start-up procedures for each newly installed system

• Development and execution of ongoing procedures for gathering of long-term metering data for maintenance, quality control, and manufacturer warranty verification

• Development and coordination of emergency service and repair services procedures
