Once a project has been approved, it is necessary to develop a comprehensive design that will serve as the basis of project implementation. This is so, whether contracted for separately, as in the case of a standard plan and specification arrangement, or as part of a turn-key design-build initiative. During this phase, the preliminary designs that were used as a basis of project cost estimating and other feasibility analyses are brought to completion over a series of phases.
