^^^^hen a host facility has decided to proceed with an ▼ ▼ energy resource optimization project, selected a contracting method, executed contracts, and secured project funding, the next step is implementation. The various contract vehicles presented in the previous chapter will greatly influence the exact method used for implementation. However, in all cases, the major implementation phases are design and construction. The overall construction phase may be further divided into three main elements: procurement, installation, and commissioning. Once systems are installed and commissioned, the implementation phase extends to the establishment of long-term operations, maintenance, and repair (OM&R) procedures and training. Postinstallation activities include the ongoing execution of OM&R procedures and may also include either one-time or ongoing savings verification processes. This chapter presents a detailed approach to the project implementation and operation. While the process will vary somewhat depending on the contract format, the basic tenants of a sound implementation process will remain essentially the same.
